In addition to the projected cost, we gave insufficient attention to the massive disruption to many people’s lives construction would bring. The reality was that the decision to proceed with HS2 was made in a policy vaccum, without any assessment of what was best for Britains transport infrastructure. The main reason there have been so many justifications over the years is that the decision to proceed with HS2 was made without any real justification after strong lobbying from advocates in the construction industry.
