The sixth year the war unleashed by Russia lasts, and the majority of citizens still think that it is there in the Donbas. In fact, it goes everywhere, on every meter of our land and in relation to each of us.
From a certain moment, the enemy’s armed forces ceased to be the main instrument of this war. The strategy of influencing the value system of the ruling, in a broad sense, elite, implemented by the Kremlin for two decades, has come to the fore.
It must be admitted that the Ukrainian, and in its essence – Little Russian – elites have always had problems with the value system. The notorious "menshoar" complex of most presidents, ministers, governors, mayors, deputies, judges, businessmen and journalists did not sprout from below, from the people, namely from this very elite, which is derived from oligarchic capital, desperately dependent on our aggressive neighbor.
A vivid and far from the only illustration of these problems is the rapid transformation of the former famous patriot governor, who effectively opposes the aggressor, into a frank collaborator who plays to Putin and destroys the design, on which external support of Ukraine, which is fighting for independence, is barely maintained.
The aggressor skillfully influences the main “elite” receptors, developing greed and lack of principle to a pathological state. That is how RosUkrEnergo, Sberbank of Russia in Ukraine, contracts for the supply of Ukrainian electricity to the Crimean Federal District, legal and illegal trade across the front line, and much more, came to light.
In the famous scandal involving the family of svinarchuk, society saw only cheeky corruption in Poroshenko’s inner circle. However, it should be understood that the systematic smuggling of spare parts for military equipment, as well as drugs, food, etc., through the Russian-Ukrainian border is possible only with the active participation of the FSB.
The Russian special service, by facilitating the opening of smuggling channels, in which the Ukrainian ruling elite is interested, purposefully influenced its counterparties on our side of the border. Through the "innocent" decided this influence spread through the chain to the younger ones, and then to the older hornbills, and so on to the very top. The decomposition of the special service also began with a “dedicated” opera, interacting with the “other side”, and reached Poroshenko's appointees in the leadership of the SBU.
No less dramatic processes occurred and continue to develop in the media. The Ukrainian "elite" ruling the minds and emotions of citizens, with a few exceptions, gave up their positions and abandoned the high standards of the profession. For a bad ten years, domestic journalism, having adopted the habits of its Moscow colleagues, shamelessly serves the next decayed power, the oligarchs or, even worse, the aggressor.
Having lost clarity of thought and clarity of speech, most of the representatives of the fourth power, confusing their sloppy formulations with the freedom of expression of their own opinion, created many problems with an adequate assessment of Russian aggression and occupation and, as a result, qualification of actions of participants in these events. Our enemies and "friends" were not slow to take advantage of this for the shaking of Ukraine.
The result of the multi-vector and multi-layered efforts of the aggressor state was a deep public degradation of the Ukrainian "elite". The manifestation of this degradation was the apparent inability to offer the people a unifying idea and a real strategy to solve the most acute problems – restoring full peace, de-occupation and reintegration of the Crimea and Donbass, demonopolization and revival of the economy, ensuring a safe life for all.
Not stopping on its laurels, the aggressor set about a new stage – the mass infection with the "menshoar" complex and the defeatism of the entire Ukrainian people. For this purpose, the Kremlin has once bought Ukrainian TV channels to fake individuals, and a massive attack on social networks is underway.
In the face of information aggression, the country was defenseless. All these Information Ministries, the Security Service of Ukraine and the army’s information-psychological operations units recaptured by civilian and military rulers for internal political struggle and internecine wars were not capable of systemic actions, both in defense and in attack on the enemy. This is another reason to present suspicion, but rather an accusation of the ruling elite.
The country reared in response to another provocation of the aggressor – an attempt to conduct a propaganda teleconference. And again, only the situational defensive reaction of the authorities instead of a cardinal solution of the problem that threatens with grave consequences — early maturity, electoral quality, ideas and draft laws began to race from different political groups.
In such a situation, the Forces of Law team considered it their duty to offer the president a tough, but necessary solution in the context of Russian armed aggression. We have prepared a draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine regarding ensuring state information security in the context of armed aggression of the Russian Federation against Ukraine and the occupation of part of the territory of Lugansk and Donetsk regions, the Autonomous Republic of Crimea and the city of Sevastopol".
The proposed law provides for the introduction of criminal responsibility for the public non-recognition of the fact of armed aggression of the Russian Federation against Ukraine and the occupation of part of the territory of our country. The aggravating circumstances of such a crime are proposed to consider the public non-recognition of aggression and occupation on television and radio and in the Internet media, in the statements of government officials and teachers of educational institutions.
The draft law also proposes, prior to the completion of the Russian armed aggression against Ukraine, to give the NSDC the authority to suspend the broadcasting license for broadcasting organizations that promote such activities. The license is suspended until the end of the aggression and the complete de-occupation of the territory of Ukraine.
The proposed draft law will help contain the onslaught of the aggressor on the information front, but it does not give an answer to the question of how to win this war. The answer to it can only be given by a healthy part of the political elite of the country, which will become the Ukrainian government. Today, tomorrow or never.
